All items and files are stored in packages in groups called sources. Sources can be either dynamic (based on specified search criteria) or static.  

Use static sources when you want to include all the items or fields under a specific node or folder in the content tree or you only want to include a few specific items or files.  Use dynamic sources when the items or files to cannot be easily selected, such as when you want to include everything created after a certain date. 

You can add Sitecore items and files to packages.
